Vietnam is the second stop on a three-country tour for Kurt Campbell, the assistant secretary of state for East Asian and Pacific Affairs. He arrived from Seoul and is to head to Cambodia Friday.

The visit came two weeks after Campbell called on Vietnam to improve its human rights record, saying it needed to do more to win support in Washington to expand cooperation.

Voice of the Martyrs reports that after attending a local church and becoming a Christian, one of the orphans at a government-run orphanage shared the Gospel with his peers. Soon, 10 other orphans turned to Christ and began regularly attending church.

Security screeners at Charles de Gaulle Airport somehow failed to notice that passenger en route to Vietnam stashed 500 grams of TNT in his luggage along with a hunting rifle and a trove of bullets, according to Agence France Presse.

Sengchanh Douangdara has told reporters in Sioux City, Iowa, she was notified of her son's death by military officials on Saturday.

The son, John Douangdara, 26, was a master at arms in the elite Navy SEALs, where he worked as a dog handler. The mother said she had not known John was part of the Seal unit but that he loved his work and died doing the job he chose.

Ae Xaypanya, an immigrant from Laos who works as a tailor at Men’s Wearhouse off Stadium Boulevard, has told authorities that Edward and Amphayvanh Alstatt attempted to charge him for his immigration documents and took money from him. The Alstatts are charged with holding him and others in a condition of peonage, or binding them in servitude until debts were paid.

The Boeing 737 was impounded at Munich airport last week in a bid to force payment of a 30m-euro debt owed by the Thai government to a German firm.

Thai officials say the jet belongs to the crown prince, not the government.

But judges ruled that documentation was inconclusive, and said the jet would be released only when a payment was made.

Speaking on his return from Germany, Thai Foreign Minister Kasit Piromya expressed confidence that the issue of ownership would be resolved at the next court hearing in the second week of August.

Despite a recent independent report recommending a 10-year moratorium on dams due to environmental impacts and effects on fishing and livelihoods, Laos wants the dam on its territory approved.

A key decision on the first dam proposed for the lower main stream of the Mekong River has been delayed, after hundreds of environmental organisations raised last-minute concerns.

However, at a weekend meeting of all four lower Mekong basin countries it was agreed to delay the approval until a special meeting on April 21.

Americans are urged to postpone all travel to the affected areas, the United States said, hours after expanding the recommended evacuation zone around the nuclear plants to a radius of 50 miles.

The Japanese government has told people to evacuate to at least 20 kilometers (12 miles) away from the damaged reactors.

During that time Secretary of State Hillary Rodham Clinton has delivered two speeches stressing the importance of the issue and committing the department to an aggressive strategy. But while her State Department painstakingly hammers out its approach, oppressive regimes the world over are acting in real time to stifle dissent, strengthen firewalls and threaten online activists - most recently in the Middle East.

In the past 16 months, the Internet landscape has shifted dramatically. Sixteen months ago, there were no iPads. The number of Twitter users was orders of magnitude smaller. And scarcely 10 percent of phone users had smartphones.

More, than 1,000 people are thought to have died in violence in Libya as government forces continue to crackdown on protesters demanding an end to Col Gaddafi's regime.

Ital'ys foreign minister, Franco Frattini, said: "We believe that the estimates [of the death toll] of about 1,000 are credible."

The updated death toll came as French President Nicolas Sarkozy called for Europe to suspend all economic ties with Libya following the suppression of opposition protests there and to adopt sanctions against the country.
