    The Lao New Generation Democracy Movement LGD

    Laos was named the land of a million elephants (Lao Lanxang)

    Recently, the Communist faction known as the Lao People’s Democratic Republic took power in 1975. Their agenda was to free Laos of all foreign controls and be a sovereign country. Still worst, the strong grip of power led to a deeper separation of the people and more destruction to the country. A great number of Lao citizens, educators, intellectuals, the king and the queen were eliminated and those who escaped from the hands of the Lao communists had to flee for their lives and are scattered at every corner of the world.

    Looking back into the history of Laos and to make Laos become great again, we all can see what Laos needs to do.

    I. We, the Lao people of all ethnics need to reunite as the great King Fa Ngum once did in the Lao history. Therefore, we must start out fresh and stop all ideas and practices that have made us weaker, become smaller, lived in instability and lagged behind in all forms comparing to other nations in the world. We also need to:

    * Stop all communist ideology and practice that lead to nation breakdown and resulting in absolute control of power by one party.
    * Stop all forms of dictatorship, monarchy, and war-lord system
    * Stop all forms of revenge and animosity from the past among the Lao people
    * Stop all forms of separatism, racism of all ethnics and become as one nation comprising of all ethnic groups
    * Unite all Lao people of all ethnics from every corner of the world and rewrite the new constitution that is best and suitable for all Lao citizens
    * Showcase the new constitution to the International community in the name of the Lao Lanxang country
    * Lao Lanxang as a country must join the International Community, the World Trade Organization, all delegations and workforce organizations in the world
    * If necessary, we must ask for the assistance from the international community for a peace-keeping force, humanitarian aids and all assistances available during the transition period until a new permanent constitution is complete and Lao Lanxang is united and is able to govern itself in a democratic way. This is for the best interest, unity, stability and future of Lao Lanxang and Lao people.

    II. The basic rights for the people of Lao Lanxang must include:

    * Freedom of speech
    * Freedom of the press
    * Freedom of religion
    * Freedom to participate in human right activities
    * Freedom to travel
    * Freedom to assemble
    * Freedom to conduct businesses
    * Freedom to create, invent and express all form of ideology for the interest and development of Lao Lanxang and the Lao people

    III. Lao Lanxang is to govern under the democratic rules of law.

    * The Democratic power is absolute for the Lao people, created by the Lao people and for the Lao people
    * The government body consists of Executive, Legislative and Judicial branches
    * The dully elected president is the commander in chief of all military branches. The president is elected by the people.
    * Lao Lanxang’s main policy is to adapt, encourage and accept new ideas for the good of national interests and to compete with an ever changing world
    * The Lao Lanxang Government is to serve and protect national interests and the Lao people of all ethnics equally

    IV. Lao Lanxang will not tolerate, will strictly enforce and will not harbor any type of:

    * Domestic and International type of terrorism
    * Petty thief
    * Robberies
    * Warlord and organized crime

    V. Lao Lanxang will enact a special law to punish:

    * All types and forms of corruption
    * Tax extortion
    * Any government official who misuses his/her position for personal interest
    * Any government official who diverts foreign aids to his own end.

    VI. Lao Lanxang must have an open-door policy to:

    * All Lao ethnics scattered around the world to visit, live, and invest with no restriction
    * Foreigners to visit and invest with no other restriction and within the constitution of Lao Lanxang
    * Students, educators, skilled laborers, intellectuals, and all types of experts possessing skills in all fields who are native born, foreign born or foreigner to invest, assist, live and conduct businesses that benefit and lead to the prosperity of Lao Lanxang
    * International investors in the form of banking, financing, business, education, health, technology and others to invest in Lao Lanxang with no restriction and within the constitution for the benefit of Lao Lanxang and the Lao people
    * International communities such as human right organizations, humanitarian aid organizations and other organizations in the international community to come to the aid of the Lao people without any restriction

    VII. Lao Lanxang is to end the self-acquired and misuse of power due to conflicts within different departments, branches of the government body, military, law enforcement which often lead to unnecessary coup d’etat and civil war

    VIII. End of self-acquired and misuse power due to conflict between organizations, religious groups, organizations of different political beliefs that are inside and outside of Lao Lanxang which cause instability to communities, provinces and Lao Lanxang as a whole

    * Conflicts is to be settled by the judicial system and within the framework of the constitution of the country, not by self-acquired power and authority

    * For the sake of a stronger unity of all Lao people and for the prosperity of Lao Lanxang as once the great King Fa Ngum had set a great example for us in our history. For more than two centuries, our country had suffered all kinds of chaos and calamity due to the disunity and breakdown of autonomous power. We have experienced communism and its aftermath. We all can see what the communist system has done and still causes the breakdown and disunity of Lao Lanxang and the Lao people.

    IX. We need a fresh start by forgiving and forgetting the animosity among the Lao people of all ethnics, age and gender who are living inside and outside of Lao Lanxang. We must unite and live in a democratic system. We must open the door to all Lao people of all ethnics from every corner of the world to come back and help build what is left of Lao Lanxang to be the strongest and mightiest as it once was and for future generations to come.

    May Peace, Unity and Freedom be with the Lao Lanxang forever.

    Thank you very much.
    Sincerely,

    (President of LGD)
